I have the same problem, and it's really annoying.

I mean, I recently purchased a new PC: an i7 2600K, 6 GB of RAM, and a GeForce GTX 480. Not to brag, but it's an awesome setup, and there is no reason there should be any stuttering during cutscenes, but yet there is a fair amount.

I'm able to play GTA IV on full settings without the slightest bit of lag, yet cutscenes on this game lag? There's something wrong with this picture. I imagine it has something to do with not properly caching the cutscenes in memory, or something.

Who knows. Regardless, it seems like something they could patch and resolve. Would be nice.

I'm running into the same problem, but it's not during the cut scenes, but during the level itself. Sometimes pausing helps it go away faster but that's the only thing I've found that helps. Certainly annoying, I would love it just to happen in the cut scenes.

This isn't a huge problem, but it's annoying. The first time I begin some levels the video will skip as it loads, then the sound will be late and not match up with the video.
If I restart the mission right after, the sound will match up fine, like the video is all loaded. Is this an issue anyone else had and is there any kind of fix?
